I do zigzag when I fight skeletons, yet they still hit me several times. The only time that they miss is when I am far from them, but that is no good for fighting, unless you have a bow.

It is the Enchantment Transferer. It allows you to take enchantments off of tools, and move them to other items, like tools or books.
Here's an example. If you enchant a sword, and get Bane of Arthropods, you can do three things with it. You can move it to another sword, move it to a book for later use, or remove it and get one third of the levels back you spent to get it. Moving the enchantment to a tool or a book will cost more levels, so the transferer isn't too over powered.
This can be useful, especially for removing unwanted enchantments, moving good enchantments to a better tool, or storing them for later use.
This is how it is crafted.
