"pm me when these are free." this implies that the poster is fully aware of the art costing money, he isn't in any way, shape or form asking for free art,
This is basically what he's saying on a more explanatory scale, "Hey, I'm aware these are at a price, but when you do decide to make these free, could you message me?" that is in no way 'asking' for free art.
