Well as far as I know in most western countries smoking indoors in public places is illegal, so you dont have to worry about that.
And if someone comes next to you and starts smoking, politely ask them to move.
If they dont want to move, even though they are able to, then the only thing left is to either move away or kick the person in the nuts.

Simple solution: Dont hang out with smokers.Seriously, we dont need you elitist non smoker assholes who think you're so much better because you dont smoke.
Like I said before, unless youre standing right NEXT to a person smoking I doubt the cigarette will have any effect on you.
