    They're enchantments for helmets. Aqua affinity increases mine time underwater, and respiration drastically increases breathing time and decreases the time between suffocation damage.

    Good idea.

    My only major qualms are the health loss rates in drought and hail and the spawn rates relative to each other.

    If you were to lower the rate of damage in drought, it would be less evil. And make it so that you can drink water and be immune to drought damage for a period of time, maybe 3 or 4 minutes. As for hail, leather armor would reduce the damage rate, and metal armors would prevent damage. Iron, leather, and gold would still be damaged, but diamond would not.

    And why is a meteor landing near you more common than a hurricane and dust storm? Why not make hurricanes impossible outside of summer and have their spawn rate at 0.25% during that time frame? And you could make dust storms more likely while in drought and summer, having the increases stack. And make drought impossible for a certain amount of time after rainfall, based on how heavy the rain is.
