Popping back in to make an announcement:
Guys, I'm not working on Matmos or Presence Footsteps any more. Repos are there with what I have and (maybe) compatibility with 1.10.2. It's up to whoever picks up the projects next to compile and update to 1.11.x.
I'm done.

Yes. Create a resourcepack and give it a blockmaps.cfg like you see in the default pack.
You can specify sounds for any mod blocks you need in that.

Also if there's anyone else who can take over for Matmos and PresenceFootsteps I'd appreciate it if they can get into contact with me. I can't continue supporting these, it's too much strain with everything else I have to do and I'm finding myself less and less interested in working on minecraft.

UNope.

I've had that problem before.
Try going into settings and enabling VBOs. As far as I can tell 1.9 has a bug that cause chunk rendering to chew up resources.
You can also prevent the crash by running the game with 2+ GB of memory, but the world rendering will be completely messed up until you do enable VBOs.
1
I might add that, if you're mixing it with something like the 1.7.10 version of Presence Footsteps, they may not work due to having different versions of MC-Commons.
1
You can still use them though. Just ignore the warnings.
