While I guess there's no reason not to add this, it's fairly pointless since mapmakers can simply use /tp commands to send players to different locations.

First of all, implementation wise, this would not be easier to set up than the current stair system. Your idea would require a complete rewrite for how blocks are rendered and what information they are storing (metadata would have to be used for saving which parts have been chipped off).
Secondly, other than enabling stairs made out of anything, I don't see any advantages in this. It would take far more time to set up large areas of stairs (as in roofs) and the stairs made of anything part could easily be implemented based on the current stair system.
Thirdly, you have more options to detailing. For example, you could just make a one-part block to...whatever.

Kind of. Basically you create a dimension by typing /newdimension [generatorType] [superflatCustomization] [toggleDayNightCycle] [scale] with cheats on. This will create another dimension.
So what are all the blanks to be filled in?
generatorType is how the world is generated. 0 for normal, 1 for nether, 2 for end, 3 for large biomes, and 4 for AMPLIFIED.
If superflatCustomization is not false, it will generate a superflat world according to whatever is filled in here. This overrides generatorType.
If toggleDayNightCycle if false, the world will act like the nether (exploding beds). Of it is true, there will be a day night cycle (no exploding beds).
scale is basically how many blocks in the overworld you have to travel to travel 1 block in the dimension. If it is negative, it is how many blocks in the dimension you have to travel to travel 1 block in the overworld.
So...why?
This feature is for custom maps. Specifically, survival maps.
How do you go to it?
There are 2 ways. A way is to give yourself a portal block (/give @p minecraft:portal [INSERT DIMENSION NUMBER HERE]) and place it, then travel through it. Another way is to just teleport yourself to it (/tp @p ~ ~ ~ ~ [INSERT DIMENSION NUMBER HERE]).
What is this 'Dimension Number'?
It is the number of your dimension. The Overworld's is 0, the Nether's is 1, and the End's is 2. Your first dimension's dimension number is 3 and so on.

To give mapmakers more dimensions to work with? Also, in survival maps, TP commands simply does not cut it.
Basically, this suggestion allows you to turn pretty much any whole block (stone, wood, planks, etc) that is not a tile entity or a crafting/enchanting table into a slab/stair/whatever.
So how is it done?
Simple. You craft a chisel (crafting recipe unknown) and right click the part of the block you want to chip off.

and you chisel off half of the top part to make a stair.

A paintable block is basically a block which can have each and every single pixel changed. It can be painted to look exactly like a stone brick, a nether brick, or something entirely different!
How about the paint?
Paint is crafted from a Paint Base and any number of dyes, much like Leather Armor.
Can I duplicate blocks?
Yes you can. Just craft an unpainted block and your custom painted block together!
That means, given enough time and effort, I can duplicate an entire world in a certain texture pack?
Well, a sense of style in your violence is always important, unfortunately the dyes currently used in RuneScape are not only extremely toxic when consumed, but also highly corrosive.
Only a fool (or a Goblin) would be thoughtless enough to destroy the strength of their armour for a purely cosmetic change.
That's not to say such a process might not be possible sometime in the future however; the ingenuity of the councils research and development department never ceases to amaze me.
And poisons? I take it you haven't seen many of my beautiful red spiders on your travels? As frustratingly pathetic as Guthix is, his skill of Herblore does have a couple of cool things you can do with it - like poisoning your weaponry to inflict greater damage upon your enemies...
Dispensers are called "dispensers" for a reason. They dispense items, not place them or suck them in. Although it would create some interesting concepts, it doesn't make much sense. I would rather see a separate block for this rather than using dispensers. No support!
Dispenser is a misnomer. If you want a real dispenser, craft a dropper.
They already did an enchanting overhaul in the snapshots and how hard is it to bring an enchanting table and an anvil with you? And so what if you can get ridiculously overpowered enchantments like this temporarily? There has to be an advantage to not bringing an item like an enchanting table with you.
This comment is unrelated to the thread, is it truly necessary? And stop being so negative, emotions effect the atmosphere of a place and the Minecraft Forum is an amazing place.
Also, I don't think the book should be returned. Even for a lower price, returning the book could still be overpowered and unneeded.
Personally, I think you should make the decision to make a temporary enchantment for a low price or a permanent for a higher price.

It is a temporary enchantment. I do not know where you get the idea that this is a permanent enchantment.

@Blaze HP system: No. You should never modify the model of a mob unless it changes mob behavior somehow (Wither half HP). That is just a waste of processor power. Besides, have you considered that some mapmakers might want to modify the Blaze's max HP?
Or we could pick up our enchantment table and place it when necessary.

#1: Think of it as like a potion, except applied to an item. Kind of like giving Strength or Poison (+1 sharpness > sharpness 6 or +1 fire aspect > Fire Aspect 3) to a Sharpness 5 sword. You can get Sharpness 6 with this.
