There are a lot of suggestions in this forum (especially since I started posting) and I thought it might be nice to get a bit of a community survey of what people feel are the best ones (not including their own). Of course locked suggestions are off limits, but apart from that, if you glance over the suggestion threads made on the last few pages up to now, which few, in your opinion, are the most "must have"? Say, at most, your top 5. I mean, there's lots of ideas that might be kind of neat to see added to the game, but we're aiming for the cream of the crop in the opinion of the community (you). The hope is that those most commonly selected in this thread will get priority attention.

I think you're dancing around something interesting, but have missed the mark. What you suggest would be to convoluted to put into the game as a gameplay mode I think, but as mentioned above, may have possibilities as a mod.
Maybe, and I do mean MAYBE, if only certain types of items could be fumbled (not enchanted ones or hard to craft ones) this idea may have a place in PvP, but in general, it's usefulness is weak at best. Sorry, no support. It doesn't add enough to the game to justify implementation in my opinion.
The Butcher could not only harvest nearby animals, but when provided wheat or seeds by a farmer, could auto-breed them as well. Perhaps "Rancher" would be a suitable name change. The AI could keep count of animals harvested to animals bred and try to keep them the same.
The priest could simply have an innate heal ally capability with a cool-down period and could deal primarily in healing and booster potions. Heal would not apply to iron golems, just fellow villagers and players. The priest could also unzombify other villagers and are immune to the zombie virus (but can be killed by them).
The Librarian could offer at top trading tiers enchantment books that could not be easily acquired any other way. Perhaps even one or two that are completely unique. Villagers also behave a bit more intelligently/efficiently when around a librarian.
The Blacksmith, likewise, could offer enchanted armor, including some unique enchantments that can be acquired no other way. Iron Golems could simply get a strength and toughness bonus when near a blacksmith, and auto-regen to boot.
More red environment? The Nether wasn't enough? The addition of red sand and mesa? Blast realism, this is Minecraft. Purple forest biomes, complete with pixies and purple mushrooms with hallucinogenic effects. Now we're talking.
This is totally unnessecary in Survival. Survival is for surviving, Creative is for building epic things.
I would agree if this were just an "ability". But this is a block type with user defined functions. Therefore you should be able to build stuff using Custom Made blocks in Survival Mode (while fighting off creatures, gathering resources to make the blocks, etc). You should be able to make the same redstone contraptions, without any component being only available in Creative Mode. I can understand command blocks being the exception because command blocks give open ended abilities. Once a Smart Block is created, it does only what it does and doesn't accept user commands to do anything else. It is a new redstone mechanical block with custom built-in permanent features. As such, it falls into the same category, in my opinion, as any other redstone mechanical block.
I see a number of technical challenges associated with this system, many of which expressed in the OP, however I think Mojang should keep this system in the back of their minds when planning updates. I think if the technical challenges can be efficiently overcome that we have a way of increasing the overall efficiency of the game by a very substantial margin.
Perhaps a "lit-chunk" ray spread (line of sight from source) algorithm could be used to create header data for the chunks which included angle of incidence and intensity based on chunk occlusion (number of non-air blocks in the chunks prior in the line). As the sun moved across the sky it would update the header data for loaded chunks. Each chunk would show lighting based on light sourcing that is generated semi-locally using the header data. The lighting is therefore made to look like it is coming from the source, but is generated within the chunk and/or surrounding chunks. Not sure if this would be a workable solution since I haven't delved into the technical aspects of the game engine beyond what is common knowledge.
Not that useful? There are lots of blocks in Minecraft that are not that useful, until Minecrafters find ways to make them useful. This block offers lots of unusual redstone possibilities which I'm sure creative minds will find a practical use for.
The resulting scripted blocks should, in my opinion, be available in Survival Mode so they can be used in maps created in Survival. How else would one get them if not through crafting? And why should maps made in Creative have anything unique to ones created in survival? It's just that in Survival mode you have to work harder to achieve your goal. You have a block editor built into the game which allows you stack up to 8 icons in a vertical column from a menu listed below. Depending on the icons chosen, a few open slots might appear to the right of the icon where you could place icons for how to react to a true outcome. The icons represent functions like (block) Update Check East, Charge North (send redstone charge), Illuminate on/off, etc. and these are the basis for a simplified scripted block. New commands could be added to the command menu with new updates of the game. Once scripted, the block is assigned a texture from a choice of several. Of course limiters could be placed on the number of unique script blocks (Smart Blocks) you could create and the number of script blocks you could place in a given chunk, so people wouldn't be tempted to get carried away. In survival mode I would suggest that Smart Block Editor be accessed through a new type of block, like a "Learning Crystal". Crafting recipe for the Learning Crystal? Just off the top of my head, one Nether Star surrounded by redstone blocks.
The Learning Crystal could be fueled like a furnace, and the more icons you add to the script, the more fuel you need. When finished, the completed Custom Block appears in the collection slot of the Learning Crystals menu and you can click above and give it a name.
I realize for PC that command blocks can achieve much the same result, but would require many command blocks to do so, and would lack the same limiters to protect server speed.
I didn't read the full OP but from what I gather, most or all of what is suggested could be achieved using slime blocks. The slime-blocks however are limited to chains of 12 blocks/entities to keep from too badly bogging things down. I'm not sure if ideas like this take into consideration server load.
It would, for PC, be just another way to skin a cat, but one that wouldn't require as much co-ordinate calculation on the part of the player. It would allow easy limitation of the amount of data stored by limiting the max distance the function "From" and "To" blocks can be spaced apart, which could limit server load for these operations. The data for copy functions could be stored in a clipboard associated with the player and the Paste blocks could be available in the Creative menu so you could paste multiple iterations of the last stored structure. I'm not sure if the command block functions work this way or not. I think that, for very large projects, if multiple players were placing and quickly activating paste blocks, walking to the end of the resulting structure, and repeating the process, the project would be completed in a fraction of the time of using command block "clone" commands.
I originally conceived this for console, and didn't bother posting it for PC because the PC version has command blocks, but I've recently seen a suggestion for PC that suggested to me that there might indeed be a demand for something like this for the PC version.

In the real world, gold is very heavy and obsidian is fairly light.

Well this suggestion would be more useful on console since we don't have command blocks, but for all versions I fully support this minor tweak.

I agree villagers need more usefulness.

Actually yes. So a falling redstone sand block could power circuits on the way down to the torch that broke it so it could be sent back up.
If it required less than 9 redstone to craft it would render the redstone block obsolete, which I am trying to avoid.
