No, it is not possible to delay and repeat signals and/or compare signals without Redstone Repeaters and/or Comparators. These blocks have special properties that cannot be replicated by command blocks. Repeaters are used for delay mechanisms and clocks, comparators are used as logic gates and for item detection in inventories. They can also be used to detect if a command block is activated or not, meaning they cannot be simply replaced by commands.
Before the repeater was put in the game it's function was replicated by using a block with redstone on top and a torch on the side (copied multiple times for longer delays). It was bulky, but did perform the basic function of the repeater. The Repeater was a welcome addition as it consolidated this system into a single entity. As for the redstone comparator, I don't know if it could be done using command blocks since I've got the XBOX 360 edition and have never actually worked with command blocks. That's why I said "correct me if I am wrong" which I guess you did.
The UCom would not need to be powered. It performs block/mob/entity/inventory comparisons on it's left and right and generates a signal in front of it if the comparison is true. As an afterthought, just now, I think it might be cool if it could be suspended (turned off) if a redstone signal was constantly fed into the back of it. (Kind of like how hoppers can be suspended by applying a constant charge). This would allow players to suspend comparisons while other operations of their redstone contraption are working.
Full support, but I don't think a new cauldron type is needed. I think the level in the cauldron could simply be a variable that is only visually updated at representable levels. (i.e. Doesn't appear to change until you've actually used 1/3rd). Perhaps the more specific level could be represented by a number above it when you hover over it (i.e. "28% full").
This biome needs a unique mob I think. Maybe cinder spiders that spit fire or something like that. Maybe they are always on fire and are immune to fire, but spread it around behind them. Just a thought. Anyhow, I think some kind of new mob would be justified.
I like the 3 stooges idea, and your variation of a pig riding villager. As far as the "Drop this or that" stuff you listed, much of it doesn't apply to the examples I gave. I'd like to know what kind of Easter eggs other minecrafters might find funny enough to make them chuckle or talk with friends about. Of course I suggest things that happen quite rarely because I don't want the gags to get old or happen often enough to become downright annoying. I like the zombie suggestions, but I think graphically it might not be doable. Of course I don't want anything vulgar or unsuitable for a family oriented game. I know the funky mushroom thing might be arguably non-PC.
I am thinking maybe a lot of humor could be embedded into a new mob that does new wierd stuff with every update. For a while, maybe they creep up behind Villagers and spook them, making them run 20 squares, and chuckling to themselves. For a while, maybe they will put out fires when they encounter them. Sometimes they will fire at other hostile mobs, and sometimes join them. Just when you think you've got them figured out, they change. I don't just want to inspire humor, but curiosity. Something that kind of keeps the game fresh by adding elements of the unexpected and sometimes absurd. Often, it's the unexpected that can trigger laughter, and failing that, intrigue.
@TheAccursedDragon: I like the trade for the same thing idea. None of the trades suggested for this guy would have you ripped off of anything of value, like Emeralds. Worst you could lose by dealing with this guy is a carrot or block of cobblestone or dirt or something like that. It's only 1 one in 50 chance of even ever seeing one of these guys.
@a321b74: Oh I was thinking once in a very very very rare while a pig or cow might spawn from an egg. Not one in 50, more like 1 in 1000. So rare that when it does happen it causes a bit of a buzz.
@Endergirl: As unexpected as the window gag might be, I don't think it's the sort of thing to cause anyone nightmares. More like a "What the...?" moment. Perhaps rare enough that it starts a bit of a buzz on the net for a while. I am open here to other ideas as well.
Other ideas: 1 in 1000 chance a mushroom is actually a funky mushroom. Ingesting anything made from one of these will cause your character to be "drugged" for a minute or so. This effect causes a psychedelic visual effect, forced 'sneak' and a random steering offset when trying to walk. Maybe a multicolored particle effect that others can see until the effect wears off. One could turn funky mushroom soup into splash potions for pranking their friends.
The ability for a power block to be transferred back and forth from item to block form using redstone is completely unique. Having a power block that is affected by gravity is also unique. As for it's practical uses, I have really no idea off the top of my head. It's just a new toy for redstoners to play with. The laser was invented without a purpose in mind, now look how many things we do with them. I should also note that the tripwire method would use more blocks to achieve the same result as just dropping a redstone sand block along side the circuits, not withstanding how you get them back to the top.
I like the "stench" idea, but apart from that, mostly unnecessary stuff in my opinion. I really don't like "corrosion" of weapons or armor unless the effects are very temporary or easily reversible.
A lead you could attach to anchor points or to two mobs, and one that could hold your weight without breaking would be an awesome addition to the game. Full support.
I think it might be better if it was visible. Otherwise, I'd be paranoid, tearing down all my walls just in case there was a crystal ball hiding lol.
Perhaps, but then you could just go over and destroy it. It wouldn't be very effective as a spy tool if it were sparkling over yonder going "Over here!" I think there should be options for people to turn off remote viewing in their worlds if they want to. Otherwise, the counter to the Crystal Ball is the invisibility potion. It may be also a good idea if the ball that someone is looking through made a subtle crystal chime magical sound when it was triggered, so even if hidden in a room, you know there's one there somewhere.
I haven't dealt with invis, but in principle it should turn you and anything worn invisible, and if it doesn't then I support a correction to this oversight.

Humor is subjective, but not entirely. There are some gags that I think most would find at least a little amusing.
Some more specific ideas for the "insane" villager.
May offer 1 carrot for 64 emeralds. (will not rip you off) - Will emit hearts if for some reason you go for this.
May offer 64 emeralds for one carrot (will always rip you off)
May offer steak in return for something of little value, has a chance to rip you off, and a 1 in 10 chance of spawning a cow.
May be seen riding a pig while shouting "Haha!" intermittently. (Now come on, that's funny!)
I partially agree with the Herobrine criticism. Maybe a creepers face appears in the window instead.
