In every instance in the codebase where there is a new combat feature, you need to test whether the new features are enabled. Adding a toggle that controls many things is a very, very bad idea. The devs don't want to go through that hassle. Toggles in general are bad. Neither the devs nor players want to keep track of all the things you can change about the game.
Then there's the issue of symmetry. Why have a toggle for this and not other things? I don't like potions. Can I disable those? I don't like the new villager trading mechanics. Can I disable that?
If you don't like the new features, downgrade to an older version. Else, mod the game.
