Snowy Mountain or Wasteland (just look at the Erebus map for Age of Mythology and you'll get the idea). Wasteland would have to be super-rare, maybe something like a 0.001% (1 in 100,000) chance of a biome being a Wasteland biome, with zero-chance of spawning in one.
