    This command should work:
    /give @p written_book 1 0 {title:"Rules",author:"Server",pages:["{text:\"1.No Button Spamming.\\n\\n2.In a team, only 1 player could choose 1 kind of kit.\\n*For example: In a team, only 1 player could choose Hydra, the rest of the players can choose other kits except for Hydra.\\n\"}","{text:\"3. Don't break the lobby.\\n\\n4.Play in Easy/Medium/Hard mode.\\n\\n5.Play fair; Have equal number of people in each team.\"}"]}

    I myself ran into some difficulty trying to figure out how to do this, but managed to figure it out. For a cleaner and easier to read look at how the pages look in the command:

    /give <player> written_book 1 0 {title:"Title",author:"Author",pages:["{text:\"Page 1\"}","{text:\"Page 2\"}"]}

    Follow that pattern and it should work. I hope this helps!
