Yes. There have been a lot of suggestions for airships and balloons, so here's my thoughts for how such a thing would work, in terms of gas and balloons.
There would be two types of balloons, Gas and Hot Air.
The balloons would be simple items, probably crafted from cloth:

When placed, they would be flat and fall down, but would inflate when exposed to gas or hot air, and begin to float upwards with force.
Obviously, hot air is created with fire. This would probably be a specialized burner brick (though I imagine using fire or lava seperately would be good for creative purposes), which must be kept stocked with wood, coal, or even a bucket of lava. Only one balloon block would have to be above the fire, and any connected block would also be inflated. They would slowly deinflate after the fire is shut off (with redstone and/or levers) allowing the balloon/spectacular floating city to descend.
Gas would be harder to get, toxic and/or explosive, but would provide more lifting force. I guess it would be formed by water and some mineral, maybe sulphur or something. When created, it would float up and partially inflate any touching balloon blocks, until they are fully inflated
The balloons could be used to create floating buildings and whatnot (think Columbia), similar to how Notch said obsidian might be used. It could also be used to create independently floating airships and hot air balloons, but sadly this would be limited to 16x16x16 areas.
I would love this. Having a light source that does not prevent monsters from spawning is PERFECT for me, as I want to create an SMP gladiatorial arena, and am faced with the problem of darkness being the only thing monsters spawn in, yet is also rather hard to see in.
This would be perfect for creating monster rooms.
Uh, wouldn't darkness make it to hard to see unless you have contrast or something up way too high? Plus, lanterns would still provide light, so your point is moot.
I think this is an awful idea, but I like Weylan6's idea.

Those two are actually the ideas I like most, though I also like the idea of baby creepers and spiders.

Uh, wouldn't darkness make it to hard to see unless you have contrast or something up way too high? Plus, lanterns would still provide light, so your point is moot.
