Hello i recently got a server and current am the admin. How do i make commands like /tp so that i can use them?
You can get plugins if you're using Bukkit. A plugin I would recommend is Essentials. It has tons of tools (Like TP, Warp, and Spawn) that make your job as an admin easier.
It's all up to your personal preference. I suggest reading about the different typed of panels and reading reviews about those hosts to see what other people think about them.

Usually this is caused by having two chat plugins or plugins that deal with chat. Can you please leave a list of all the plugins you have (Or any of them that would related to chat. That would be Essentials, Towny, etc.).

First, create a folder for the server. Then, paste the jar in. Then, look HERE to see what you have to start up the server. Then finally, your server should be up. Remember that you have to port forward (If you want anyone on it).
If you can't change the password back, access the email, etc. Try finding your Transaction ID and the Mojang support can transfer the account back to you.
Are you sure you're putting the .jar in the /plugins folder? If you are, check for errors on startup and submit a ticket on the project and they should be able to help you. But if you install the .jar not the .zip in the /plugins folder, it should work. Also, make sure you're using a version that is updated to 1.6.2.

If you can't do anything but contact Mojang, then no. There really isn't nothing you can do until they respond.

Yes, you can find your transaction ID on Paypal. Hit "Contact Us" and request for the transaction id (Taken from the help article).
