Repeat it for all the layers and start pouring water in the respective slots, starting from the bottom...
This is the only solution I can think of in Vanilla MC.
You just have to wait it out sometimes, maybe your comp is too.. weak (for lack of better words) for MC. If not, here are some solutions that I think may help:
1. Delete your .minecraft folder (it's here for windows; %appdata% > Users > (your username) > Roaming) completely.
2. If you have any mod installed, delete the META-INF folder in your minecraft.jar (in the .minecraft folder, its in the bin folder; open it with winRAR or other related program).

Could you please use another website to host the danged thing? It just doesn't want to let me download! Or someone PM me a link to download from another site?
No, no, no, not the normal launcher, the launcher that has recent news and tells you if there is an update so you can choose if you want to update the game.
First of all, I apologise if this post is not in the correct forum, if that's the case, feel free to move it.
I've been seeing photos and talk about the news and update options on the launcher. I just want to know where you can download this special launcher. If this is already installed in minecraft, how do I make it show up?
I seem to be having a problem with the Kubelwgen, whenever I put it on the Rway and drive, it goes right to the Rway Light sections. Is this a glitch or an error on my part? (I used the ID 191 light section and not the 192 light section, could the glitch be because of this?)
Second, what's the difference of the ID 191 and ID 192 (Both light sections) blocks?
I'm having trouble getting the texturepack working when i go in bin from .minecraft it says when i click on the .jar file it says 'failed to load main class'
.... This is a texture pack, not a mod, you don't need to tamper with the minecraft.jar. Look:
1. Go back to the .minecraft folder
2. Open the Texturpacks folder
3. Insert texturepack (s) here

D=dirt (or any solid block, your choice)
