No, it's not the responsibility of the consumer, but you can't have a game where the devs are responsible for supporting mods AND prevents users from cheating - one or the other and even then usually 1st parties don't provide anti-cheat. On PC it's usually done through punkbuster, on consoles, it's Sony, MS, or Nintendo that are responsible for their networks. End of story there.
As for FPS bugs - that will always be a debate. I don't have any FPS problems and when I do, through my own troubleshooting, I find it's because the graphical settings are higher than they should be for my laptop's hardware. It's the devs job to make a game, not their job to make a game that works on every PC between the years 2000 and 2010.
ANY game with active updates always warns that the new content/features/updates could render the game useless on older computers. I don't expect it to be any different with Minecraft.

For instance the duplication bug, which is something you can just not do in singleplayer but could also screw up the balance on a multiplayer server than an admin has worked very hard to achieve.
Or how about the fact that the enderdragon fight is still bugged in SMP?
Then there's also a slew of bugs that aren't specific to multiplayer.

Bad advertising too since it gives the impression that your server is horribly behind the times.
It's great that you've thought out a whole backstory and metaphysical positioning for this new dimension but you seem to have overlooked one crucial flaw:
The color scheme you've chosen as an example looks so incredibly bad that many people would never, ever want to see this world.
Also, the idea of the "Chaos" system wouldn't be very popular since there are very few people who want another bar of points to keep track of, not to mention all the bugs that would likely come along with implementing that system.
Frankly if you want your suggestion to stand out more then you should try to be a bit different. A new dimension to access doesn't have to have unique mobs or powers. It could just be a new interesting canvas to build on.
if you look at it closely you can see it is shaded different shades of orange but it has a white muzzel with brown nose so i believe that it could possibly be a tiger
also for some odd reason the chicken looks like it has a tint of red to it

My account is not premium, and I suppose I have no choice but to wait and see if it was only charge once. I better not be charged at all, if it's not premium though.
Well, it doesn't turn premium instantly. You have to wait for the payment to actually go through on their end before you're verified.
If it's already been more than a day and you're still not premium, though, then you likely weren't charged. You can always call your credit card company and ask if there were any recent charges from MojangAB if you don't want to wait for your statement.
Before pistons were added to the vanilla game they were part of a mod. The mod pistons could launch objects, the pistons put into the vanilla game can not.

This. Exactly this. The other day I saw a post for someone trying to start a Let's Play. He posted his age as 10, set the age requirement for applicants at "8+". When I saw the thread he had two other applicants (12 and 14) and they were desperately seeking someone who could host a server and record the LP.
If anything the Xbox release would skew the younger end of the fanbase a little bit further into the early teens.
