Yes and no.
When 1.11 comes out 1.10 goes into legacy mode because of the new pack format, that means no updates for it anymore, however since 1.11 only adds some textures you can download the 1.11 version and just edit 1 file from the zip to make it work with 1.10

The website doesnt use any flash
its all code.
As for the bandwith issues, you can still make it look better without consuming that much bandwith. For instance make the tables look better, remove the border, center them properlly and add some small dividers (like 1kb in size) or do a css table with some tabs. It can be improved to look more eye caching and to be low on bandwith usage

well no offence but it looks like it run away from the 90's.
It needs a more modern design, I know this might be hard to accomplish, but take a look at some other websites, or get some one to help you with it.

Edit: managed to get it working, goes to starting... and after 3-4 seconds it crashes. No error or anyhing, just the tipical windows program has stoped working error.
