I'd recommend upgrading your current computer. Building one from scratch is out of your budget.
The best cheap upgrades are RAM and a Gfx card. I recommend having at least 10gb ram and you could probably get a nice starter gfx card for 100$.

You can run a decent server for 30 people or so easily with an decent gaming computer.
If you're trying to run a server to make money, you should rethink your life.
If you simply want to reward people for tipping you, thats fine.
