If it still crashes with just that mod, look for any mod updates and dependencies you may be missing. If everything is up to date then report the issue to the mod creator.
If it doesn't crash with just that mod then it sounds like a mod conflict. Try to narrow it down by removing mods in batches until you find the mod(s) causing the conflict
You won't be able to play if your drivers do not support the needed OpenGL version. You may be able to play older versions of the game, but to play newer versions you'll need a new PC.
As this doesn't happen with Vanilla this appears to either be an issue with the mods you're using, or with your graphic drivers. Can you try launching Forge without any mods to see if you can reproduce the issue? If you can then please try adding mods back slowly to see if it's a mod causing the crash.
In the case you've tried all of this, grab a dxdiag and I can help you see if your graphic drivers need an update.

If you're on windows 98 then that explains the issue.
Your error is a driver error meaning out of date, nonexistant or corrupt drivers.
Minecraft only supports windows 7+, it has never supported windows 98 and you won't be able to run the game on that OS (as you've found out).
Upgrade your PC to windows 10/11.

Send over the dxdiag and the latest log. Not sure why you can't find your .minecraft folder but it's possible you installed it somewhere else.

If none of that works then it's a known bug: https://bugs.mojang.com/browse/MC-230527 (various crashes within jvm.dll)
As the report contains private information you won't be able to see it, however it is known and has been noticed by Mojang.
