Hey guys! So I'm making a Yogscast style avatar and I can't figure out how to do the hair. Here's the link to a picture of my hair and my avatar so far: http://imgur.com/a/2FXH0

I've just installed Citizens 2.0 for the compatibility with QuestWorld. And when I use /npc create Test it doesn't do anything, not even an error. When I do /help Citizens it show up with the help commands, but I can't use any of them. Also when I use /plugins it shows up in red.
I'm running Spigot 1.8.8 and Citzens 2.0.16, if you need any other info please tell me. Please help me out if you know what's going on!
ps. Don't yell at me to post on the Citizens forums, all of the threads with my problem in them haven't been replied to.
I know how to add projectiles like snowballs but I want to add something a type of arrows that are shot by a custom bow and/or normal bow. Also how would I change the damage to entities by the arrows?
Ok thanks! Thing is I don't want to make a new tool material, I just want to make this bow have a more damage than the normal bow. Also I don't know how to set the tool material on bows, I don't think you can?

Why would you want this? There would be no point in wearing both at the same time.
