Seems no one is helping you understand what those means. Okay so the difference of those two things are
RAM
is dedicated which means NO ONE can touch it and you will have the 2048mb (the same thing as 2GB) no matter what.
Burst RAM
is shared among other customers so that extra 2.5GB is not there all the time but it's some times.
So in short don't worry about how much Burst your getting, go for complete dedicated RAM. For a vanilla server it said to be a player can consume about 100mb per so I would say go for a 1GB server and upgrade it as needed to guarantee no lag. But you could do it the other way and just get 2GB and downgrade if you don't need that much memory. Also quality hardware isn't the only factor test their networks as well.

SSD: ideally at least 50-100GB, to run DynMap which can be a hog sometimes. - We use HDD's and SSD's in combination for the ultimate space to performance ratio. MYSQL support, ideally with a server that is close to the MC server.(My current host has one across the country, it works, but could be faster) - Same Machine, just add them right inside Multicraft. CPU: I'm not too picky about this, I'd like it to support 30-40 players at a time as needed without spiking. - E3-1270v3 for premium (Add $3 per GB) or Dual Intel Xeon for budget. McMyAdmin - This is my preferred backend management, I will consider MultiCraft, but it just does not do the same thing that McMyAdmin can do in real time. - BYOL (Bring your own license)

Realistically no provider will let you use 75GB~ disk space on a solid state drive unless they are using large drives, which cost quite a bit. You'll eventually run into an issue where the drive is full and they will ask you to delete some of the files or set dynmap to a lower quality. I would like to share my personal experiences with this host, a few weeks ago I decided to get a dedicated server as my old one was under performing. Even that's an exaggeration. I'm guessing you run 256GB SSD - max 512GB per node. Doing that math you can only put 3-4 people per node.
By the time the drive fills up, you have many issues and SWAP would be extremely slow.
