There's an error in your permissions, copy and paste it to this website: yaml-online-parser.appspot.com and it will show you the location of the errors (Looks to be line 13, column 1 according to error) but use that website for future help!
Don't beg for refunds, go into PayPal and issue a chargeback for item not received. Or you can contact your credit card company if that's how you payed!
1. I'm not too great with port forwarding, but try deleting the port forward and redoing it again. Something could've changed when you did the system restore.
2. You need to first install Forge for MP onto a server, then you would add the files you download from Ferullo's Gun Mod into the server's jar. ** I'm not 100% sure if this is true, someone please correct me if I'm wrong on these instructions. **

One result I found was updating the router firmware, you could try that.
A bug report shows that it hasn't been resolved yet, even in 1.7.4.
