There's no law against downloading or uploading things, and piracy laws are not enforced. Irrelevent, anyway, because uploading won't get you in trouble, unless that is copyrighted material.
Quantum computers are also only useful if you have quantum algorithms to run on them. You will not be able to simply dump any software on it and see it magically run faster. Quantum computers will be no better than classical computers at running classical algorithms.
The problem is quantum algorithms are highly specialized things, so it's unlikely you'd ever see general purpose quantum computers because they wouldn't have any significant speed gains over classical computers.
