reason 1. computers aren't magic, they have their limits, i've tried volcano mods and they mass lag the game, now think about those people who play minecraft on regular computers, not supercomputers like you but regular computers, how much are they gonna lag?
even though the chances of the volcano's spawning are low, (5 to the power of 100 about(tell me if thats wrong)) there'll be tons of them and everyone will lag.
2. making a new block just to make volcano's would be pointless, wasting space that could be used on other things.

MCP - Minecraft Coder Pack is the considered the best: Minecraft decompiler, reobfuscater and mod tester.
Eclipse java IDE is considered one of the best java/modding tool/IDE
Netbeans IDE, is the official java IDE from the java webpage, but i reccomend Eclipse.
for tutorials: either do unrelated-to-minecraft java stuff or simpy edit small lines of the code, as i did with my first mod: BetterFurnaces.
Check out the O'Reilly java references and tutorials
and get basic programming language experience by doing simpler languages such as python.

ok to check the version, when your starting up the server it should say something like this:
or once the server has been started you can do the command "version" (without qoutes) in the console, and it should tell you what craftbukkit build your using. As for essentials, type "essentials version" in console, no qoutes again. Then it should tell you what versiopn your using, 2.7.1, 2.8.1 etc. And here are your essentials links:essentials
then just follow the instructions on there, and you should be done!
