I like the idea of very low durability tools (1/4 or under left) becoming weaker, as the current repairing system would work perfectly with that. Since the current repairing system seems to work best when you have 2 tools with a combined durability less than a full tool, by saving a weakened tool in order to eventually repair it with another weakened tool to make a more effective tool would be a reasonable addition.
At the moment I find myself trying to break my lower durability tools because there's no down-side to using them.
Seriously, mods, lock this piece of utter garbage and ban the OP for obvious reasons.
It's bad enough that you called them "kill streaks". PvP is not important nor necessary in minecraft, a server plugin/mod would be the only suitable way to have this implemented. Just because someone "wants" something to be added to vanilla minecraft doesn't mean that it will be.
It would be fairly useless for everything other than dispensers, but then again infinite dispensers would be pretty good.
Though, with the command block update that's expected for 1.4 you'll be able to have items be injected straight into the player's inventory, infinitely.
Still infinite arrow dispensers would be handy. Support from me.
Shields are probably the most over-suggested combat idea in the whole of this forum, go necro one of those if you want to discuss it.
Shields would be a nice addition for me, if they are achieved with an "off-hand" equipment slot which is usable only when you have a tool/weapon out. The off-hand slot would only be able to hold blocks and shields, and be activated by right clicking.
That's the most common shield suggestion out as far as I know.

Armour is meant to make you take less damage, creeper explosions are still pretty damn strong.

A turtle mob would be kinda cool, but another (probably) passive mob that drops armour ingredients would be unnecessary.

If enough input comes from other people then you should start calling it a group/community suggestion.
ANYWAY: Jewellery would be pretty useless, but then again so is lapis in general.
No support from me anyway, a lot of the things here aren't even exclusively for lapis.

Anyway, after revision I've come to the conclusion that self-planting saplings would be overpowered.
The main annoyance for me when cutting down/ replanting forests is that the leaves take too long to decay for me to hang around to replant them.
I won't support self-planting saplings, but some sort of helpful implementation for forest re-planting would be nice.

I'd prefer it if you were changed into something different from a bat, but something that would still make sense to be brewed with bat wings.
I don't particularly like the idea of a flying potion, but Jon's idea with the mob disguise potion is pretty cool.
