Yes, start now. It is easier to learn a new language at a young age.
You should try to study at least 1 hour a day. However, to learn vocabulary you will need to know, study for 10-20 minutes multiple times throughout the day (to increase memorization ability).
Before learning sentence structure and how to form sentences, you need to learn the Japanese characters. These are Hiragana and Katakana.

Learn Hiragana first, then Katakana. Try learning one column at a time, and quizzing yourself when you think you have it down. A good site to practice is http://www.realkana.com. I also recommend making flash cards to practice when not online.
To fully learn both Hiragana and Katakana will (depending on how much time you spend on them each day) a few months at least. Note that Japanese also includes a lot of Kanji (Chinese characters) that you will have to learn as well. However, this is a goal to look into after you know Hiragana and Katakana.
