Definition of meta gaming: Mixing player and character knowledge. Player A may know that Character B is a murderer, but Character A (Player A) does not know this. And cannot act on it.
Definition of power gaming: RPGs; Min/Maxing, and/or not roleplaying according to the story, or setting.
RP; Not allowing other players to act, or taking over other characters. "I stab you in the gut, and slice your throat", does not give the player the chance to roleplay dodging or whatever else.
What is your past experience in RP, Fallout or otherwise?: Forever ago I played on the Vault RP servers. Recently, I've involved myself in numerous tabletop games (D&D, Battletech ATOW, Hero System 5e, etc) as well as being a Marshal/Admin at Dystopia Rising LARP
Name: Artyom Romanov
Appearance: Wears damaged winter blue camos with a hood pulled up over his head. Standard military gear over his camo, it has holes from battles he's fought in.
Personality: He has a somewhat rough exterior, due to having a mentality focused around combat and defending himself. He does however enjoy the company of others. And will go out of his way to save those he deems worthy. You can typically find him building new things, farming, fighting, or enjoying time with others.
Backstory: Born in what used to be the Austin Metro System, he grew up in a life devoid of light. The metro that he lived in had constant power problems. His ancestors were those who survived the initial blasts, and had taken what shelter they could in the darkness of the tunnels. As he grew older he learned to fight in the pitch black, relying on sound more than anything else. His teacher was a tall strong man, named Kraken, who would show him the errors of his form, as soon as he made them "Overconfidence is a slow, and insidious killer", he would always say. Artyom would soon learn that he was right. He was taught how to create new and powerful devices, some of it new tech, some of it old. Many of the tinkers and engineers needed extra hands to help them with their own projects. After drifting around the armory, he finally became an apprentice of Victor. Who taught him neat tricks that saved time when making new gear. He helped look after, and defend the Metro, fighting on the front lines with many of his comrades. The day came that it needed new trade routes, supplies were dwindling and they needed people to go to the surface. They had heard of a place up north, an old world city, one hopefully filled with loot in abundance. The road was long and arduous. They set out during the winter, as so the Texas heat would not bear down upon them during their travels. The roads were dangerous, and along the way many of Artyom's friends were lost. Many due to raiders, or mutants. By the time the group made it, the only one left was Artyom. He hoped he could at least make the trip worth it, or die trying...
