NBTExplorer can fix it.
Activate NBTExplorer;
Open the file name for his flawed world, if mine, 2021Apr03 1.12.2
Near the bottom, you'll find "level.dat", expand that and you'll see "Data ## entries"
Click that;
Under "+ Version:" near the bottom, you'll find "SpawnX" "SpawnY" and "SpawnZ".
Changing those will change his spawn point.
A couple of cautions:
1. Make a copy of the game as it is on your desktop. (just in case something goes wrong you can overwrite what is under "C:\Users\Hidden(Name)\AppData\Roaming\.minecraft\saves" with the copy you made to the desktop and everything is as it was!

WorldEdit is limited on how many blocks you can change/copy (2-3 million maybe). I have hit the wall a few times but do not recall the magic number.
Try breaking your copy/paste into smaller segments.
Other than that suggestion I can be of no help.

I lied! There are 2 Detector rails per 18 blocks. Still 1 on each side of the Golden rail, the Detector rails are connected by 15 Rails.
I place a torch to the left of the first Golden rail and every 6 blocks thereafter (make them a part of your copy and placement is automatic).
There was an "On A Rail" achievement in earlier versions on MC. I got in the habit of connecting the strongholds as a utile way to earn that achievement.

Try going back in time to forge-1.12.2-14.23.4.2705-installer-win.exe.
I had to expand (extend not certain) from Forge.
As I stated earlier, anything much beyond Forge 2705 would not work.
I play 1.12.2 almost daily without any problem.

Only if absolutely necessary I'm willing to add Forge 2705 to Media fire. I ask that you try everything you can think of first.

Only 1 detector rails per 18 total rails.
I copy and paste as an 18 block rail tunnel (//stack acts like a repeating //paste times the number of //stacks you specify {//stack 123 = 2214 total blocks).
The way it is laid out there are 2 detector rails per golden rail (one on each end). They trigger the golden in both directions when needed.
I connect the 3 closest strongholds to my base (actually boathouse; my base is under and surrounded on 5 sides by water; l am rarely visited by endermen). 99% of the time West first, then North, East, South, and finally West again.

I use WorldEdit (WE).
I create an 18 block long rail, a "golden rail", a "detector rail", "15 rails" and another "detector rail" centered on a 5 block "Stone" bed. Immediately to the south of the golden is a torch, 6 and 12 blocks from the first is another torch. I place those on the stone blocks immediately to the left of the rails if I'm facing West. To the left and right are 4 high "glass blocks" and the uppermost are connected by and covered in glass blocks too (a tunnel).
(if the tunnel runs E & W and I'm facing W) I break out the third and fourth blocks just above and South East of the golden, move to the block just North West of the last detector; break out the block just northwest and above the last detector, and the block at the same level as the detector rail.
Almost done. I right-click (pos 1), return to just East of the golden, and left-click (pos 2) the uppermost left glass block. Stand on the golden block and //copy (450 blocks if done correctly).
Return to and stand on the Westernmost detector block and //stack (the number of 18 block units you'd like to paste).
In my signature is a complete list of WE commands.
I play MC 1.12.2 and cannot guarantee WE goes beyond that.

Sort your mods alphabetically. Add ALL the A-s and test,(it could be A through D, etc) does it work? If yes add the next block and so on.
When you find a problem cut back on the number of mods you add in that block until you isolate which mod (mods) are causing the problem. Don't assume because you found one bad Mod that the problem is fixed! It is entirely possible that multiple Mods are causing the problems.
His(?) Tileness is correct, add Optifine last! Conflicts between Forge and Optifine are very common!
The Forge mod itself is often a problem!!! I will not use the latest version (I refuse to be a part of an undisclosed beta test)!!! I use the highest recommended version and even that is occasionally a problem but the odds are in your favor!

I'm working from memory and it isn't what it once was.
I think if you look at earlier posts you'll find Mojang tried to purchase Optifine (probably multiple tries). sp614x and Mojang could never arrive at a mutually satisfactory agreement.
