the point is, you spawn the [lets say silverfish] mob, and it spawns the specific block where the silverfish is, then kills it. the silverfish has to be custom named, so the world wont confuse it woth other random silverfish's, thus.. "Noteblock 1"
This is because you can't change notes, just instruments, with the block beneath the noteblock.
If you're looking to recreate this, then why does it need to be "one noteblock"?
btw the best way is to:
/execute @a ~ ~ ~ /playsound [insert data here]

To switch the xp you earn to the scoreboard objective you have set you must use @p[lm=1] (@ player/all players using @a, with a level minimum of 1)
than make another command block after it, with a repeater between them, with this
From this point, you can make shops and other things by doing something like this.
(then same setup as i said above, a line/sequence/path)
