I think you wrote something wrong: "Lapis is pretty rare, but not as rare as gold"
But according to the picture, lapis is rarer. Also, I assume the rarity for dirt also accounts for gravel, seeing as underground they both seem to be similarly generated?
Actually it is. If you get a bucket of water and a bucket of lava, you can 'mold' the portal by creating the obsidian blocks in the appropriate place...
Also, you can just trade for Eyes of Ender from Village Priests.

You need blaze powder from blazes to make eyes of ender to activate the end portal. Blazes are found in the nether. You need obsidian to make a nether portal. You need diamonds to mine obsidian. That is NOT possible.
A few days ago, I asked the almighty Ironmangus about what happens if you delete the Nether while in the Nether in another post. This is what he said.
So I went ahead and saved a copied version of the Nether's file in my testing world since I ruined it's Nether by dumping water all over the place with the /give command. Come and watch as I do this never done before test when I went to a random ledge in the Nether, left the game, and delete the file before seeing the result. Remember, I have the coped file sitting on my desktop in case something happened, and Curse backs up my worlds as I play them. So here we go!
Here's the Nether that's ruined by water when I was playing with it like a month ago. Note that the Nether isn't that bright, it's the combination of the night vision potion and the brightness settings all the way up. Also, I'm not even leaving that spot when deleting the file so it'll come out fair.
Now that the file has been copied and deleted, lets see the final results!.
As the result shows, the Nether changed back to normal, like I wasn't there in the first place! No negative side effects of deleting the Nether while in the Nether. The only down side is that it takes a bit to load and the Nether portal is gone, so this is not recommended if you're in survival mode unless you have flint and steal and enough obsidian with you in the Nether since your innovatory doesn't get effected. But great for removing all that water you placed in the Nether in creative.

Lapis is actually rarer than diamond (that is, in layers below 14). You just never need it, so you don't notice it that much. It's also available at a higher level.
What level is it available at? The range if you can.
