No, IQ measures actual working intelligence. Measuring capacity is something hard to do even with people in real life; how would one begin with the characters of FIM?
Probably though, if you want to make a guess based on the way the characters act, your list is probably accurate for 'capacity'. Given the absolute rate at which Pinkie thinks, combined with weird intuitions and clairvoyance, she has the most potential for intelligence. However, she has the wrong personality type to properly use those gifts, whereas if Twilight or Rarity had those abilities it would be a fearful thing indeed.
And to an earlier comment, I think one of the salient points in the whole discussion of villains in this show, is that the mane cast, like people in real life, are all subject to becoming villains from time to time themselves. They all seem to have alter egos!

Yea i meant applejack i just read too much of a certain fanfic. And Pinkie is smarter than twilight because Pinkie is secretly a maniacal genius that engineered every thing that has happened in the series so far all while keeping her cupcake market hidden. now that takes smarts
