    I hope I'm not too late, but this works for me

    there are three objectives

    "Seconds", "Minutes" and "min" all of them are "dummies"


    I did a command block chain


    1st cmd block (Impulse):

    /execute if entity @a[scores={Seconds=60}]

    2nd cmd block (Chain):

    /scoreboard players add @a Seconds 1


    3rd cmd block(Chain):

    scoreboard players add @a[scores={Seconds=60}] min 1

    4th cmd block(Chain):

    execute as @a[scores={min=1, Seconds=60}] run scoreboard players add @s Minutes 1

    5th cmd block(Chain):

    scoreboard players set @a[scores={min=1}] Seconds 0

    6th cmd block(Chain):

    scoreboard players set @a[scores={min=1}] min 0

    7th cmd block(Chain):

    /title @a actionbar ["",{"text":"Game Time: ","color":"gold"},{"score":{"name":"*","objective":"Minutes"},"color":"white"},{"text":":"},{"score":{"name":"*","objective":"Seconds"}}]
