    So, I never understood why Mojang hasn't but I am pitching the idea. There should be two new horse mobs or at least two new skin types and spawn locations of horses.

    The first is the Przewalski Horse, it is the only true wild horse species left and is currently and endangered species. As a fur variant, it would spawn very rarely in plains biomes but would have a slightly higher chance to spawn in savanna or cold plains biomes. If Mojang ever decides to add a new rare steppe biome, they would be more common in that biome. If they are added as a new mob, they could be bred with domestic horses with a small percent chance of creating another Przewalski Horse. They could be tamed but the chance is low, a benefit to having them would be a slight increase in speed as well as giving any arrow you fire to do more damage or have some sort of potion effect (This would be in reference to the Mongols, or Mongolian Horse Archers).

    The second being Zebras, as of now Zebras have not been introduced into the game and Horses do not currently spawn in the savanna biome as far as I know. It could be similar to how the new wolf variations work, where horses that spawn in savannas have the zebra skin. As a new mob they could be bred with horses and donkey's to make Zorse's and Zonkey's. They could have a small chance to spawn with a fur variant to reference the now extinct subspecies the Quagga, in reference to the Quagga Project to bring a similar animal back. The would be difficult to tame, can be ridden but cannot wear horse armor or equip chests. If ridden in a herd, they'll behave like dolphins and give an effect called confusion, where mobs (other than the enderman and phantom) will not detect you. If in a pen with sheep or chickens they will become aggressive to foxes and wolves who attack them, this would also be a new behavior for donkeys and mules.
