I simplified the explanations and made the names of the ranks a bit more intuitive, and cleared up the differences between the ranks. I made these changes because the ranks were very similar to the KoA ranks, and those weren't exactly the most streamlined.
CitizenCitizens make up the bulk of the server. They can open a business or build a home. Citizens begin with a basic set of tools and $30, as well as basic commands.
MayorEach city elects a Mayor to oversee all happenings in a city. They have the ability to fly and teleport.
ModeratorModerators are lowest tier of the staff, consisting of active, trusted members. Their job is to deal with issues between players. In addition to the powers of citizens, moderators can kick, mute, ban, and teleport.
OperatorOperators are moderators with more power. Like moderators, they deal with server issues, and are trusted and respected by the staff. Operators are mature members of the community who have been playing for a long time.
AdminAdmins lead the entire server. The deal with server issues, big and small. They have access to all commands, and are the most trusted members of the server. Very rarely are new admins added.

I'm sorry, but the word retard has no negative connotations unless you perceive it with negative connotations. The word retard literally means to slow. If you perceive it negatively that reflects upon you, not on the clan.

Secondly, like I have said, I think Alesgan needs reform, and we need it now. And regardless if I'm King, I think the people are ready. It's the citizens right to present to Council so I would like to do so. I just want to first propose some changes to the Alesgan Charter. My proposed changes are in red, and anything I agree with or simply want to comment on is in green.
It is within the rights and power of the Monarch to bypass popular vote and appoint Council Members provided the amount appointed never exceeds the amount elected by popular vote of the People. All laws should be passed through majority vote of the Council. The Monarch is free to present any legislation or laws.
It is within the rights and power of the Monarch to alter, abolish, or create any law at his or her discretion. All laws should be created, altered, and destroyed by majority vote of Council. The Monarch can certainly present ideas and give reasonings for any proposals.
It is within the rights and power of the Monarch to remove a Council member from office at his or her discretion. Should be a Council vote based on the citizens input.
It is within the rights and power of the Monarch to mete out bans at his or her discretion. Should be a Council vote. Although temporary bans with a max of 24 hours should be allowed for the Monarch and Council.
It is within the rights and power of the Monarch to issue orders to any Citizen of Alesgan which cannot be disobeyed without penalty. No. We don't need a dictator, rather a leader to represent us.
The Monarch will never appoint his or her own successor; Monarchs must always be elected by popular vote of the People. Agreed. Leave as is.
The number of Council Members elected by popular vote of the people must always exceed the number of Council Members appointed by the Monarch. Like stated before, all Council should be voted in by citizens.
The Council must always be composed of an odd number of Citizens. In the event the Council is composed of an even number of citizens, all Conciliar votes will be put on hold until an odd number of Council members can be reached. Agreed. We should have an odd number to act as a 'tie-breaker' for voting. After the Council passes something, the Monarch should be able to be the deciding vote to pass or veto. And if he vetoes, the Council should be able to re-vote and pass it with a 2/3 majority.
The Council reserves the right to veto any mandate enacted by the Monarch by majority vote. A mandate shall be defined as any act of the Monarch which exorcises his or her powers listed above. Yup.
The Council reserves the right to remove any member of Council from office by majority vote. The Council member in question of firing continues to be considered a Council member and continues to vote on all issues including their firing until they have been successfully voted out of office. Agreed.
The Council reserves the right to depose the monarch with a majority vote. Agreed. Also maybe consider a maximum term limit for Monarch/Council? Example, two terms and a three month max per term. Need citizens input on this.
The Monarch will have no vote in the Council. Like proposed, Monarch would vote after and pass/veto.
The Monarch may never be a member of Council. Agreed. Might want to add that they may not be Council while Monarch. It'd be fine if they were elected to Council after they had finished their term as Monarch.

There are four ranks in total. Two are government, and 2 are citizen.
The King/Queen is leader of the whole clan. She or he is elected by the people, and is generally in charge of managing everything. The King/Queen oversees everything, but the Council takes a large part of the responsibility as well. The current King is Ilaniol.
The Council is a group of people responsible for keeping the clan in working condition and keeping the King's power in check. They maintain the clan while the Queen/King is away, and vote on important matters. Council members are elected by the people or appointed by the King. The Council may force the Queen/King to abdicate with a vote if they feel the monarch is unfit. The current Council members are Gousby, Mai2500, Church521, Wizardy, and SookilV2.
Nobles are well-respected senior members of the community who have contributed to Alesgan. They have no responsibilities except to be responsible with their powers and to be good members of the clan. They must be active to retain their position.
All members of Alesgan are citizens. Citizens have no inherent responsibilities except to follow the law. They are responsible for the election of the King and Council.
1. No duping or using hacks. This law also prohibits the use of Xray texture packs/mods and fly mods.
2. Respect your superiors. This doesn't mean obey without question, but respect their authority within reason.
3. Do not abuse government power.
4. Raiding is fine outside of the cities and protected areas, but just don't be a **** about it.
