Your best options are Lightworks and VirtualDub, the free version of Lightworks can only output as 720p MP4 so if you need something other than that then get VirtualDub otherwise, get both and decide for yourself which you want to use.
Well, that might be going a little bit far, just be careful about what you download from the internet, if you have decent antivirus software it should warn you if you are downloading any potentially harmful files.
