the problem with it is the fact you would have to override and recode the base of minecraft, probably, to do this, as minecraft says how the world is the same, with the same seed, so generate a dimension thats the same, you would have to force the world to regenerate its seed to change the generation on the other dimensions, and then in the overworld and any areas that wernt regenerated it would change biomes and also when you got to the edge of the area that had been generated previously, there would be a sharp cut where the land rises or falls because of the seed difference
The "useless content" is for added realism, and it also applies to farming, as the crops pickup the acidity of the soil, and dont grow so well accordingly, and others wont grow if the soil is too waterlogged etc
Would be pretty easy to create using the mechanics from cats or dogs and copying bits of enderman and horse code and just retexturing the horse model and using the horse movement AI
I could probably create a mod for it / incorporate it into my mod if you wanted (I'm not the best person when coming up with idea's) However until I learnt more about the tracking for separate entities being one whole entity i wouldn't be able to create the boss, and the AI would be way beyond me, yet the other mobs i can do, and the portal / dimension i could do, where as i doubt there's any way to stop enchantment's, the only way i could see it working is if you had an enchanted piece of gear when you went into the world then it would just give you like weakness mining fatigue etc until you took it off

There isn't a feasible way to do that, that i know of, as they're just floor entities, the only way i would see that you could do it is on a server to generate all the area you want accessible to people, so like 10000 by 10000 blocks, and then use a plugin to clear items
Currently been bouncing around Idea's and will be working to push an update soon, was planning on waiting for 1.8 forge for all the setup, yet looking at the 1.8 code changes, there isnt much I can do without a tutorial on the block and item models update
I've decided to combine all my mods into one, and rename it to Ice's Minecraft Expansion, which will have a multitude of ideas put together, and you would only have to make and use what you wanted, such as having the Isacc stuff in a different dimension, etc

TerraFirmaCraft does a lot of what you want already, and you could just get someone to make a tech addon for it

You could just ask the people in the server to change the warps to the worlds or stuff to a different location way out from where they were before

Theres a plugin that you can just use to regen mines and you can use the bukkit forge version to be able to use it

And yes, It uses oredictionary, and is set under the same names as with metals from TC and TE so they should work with those mods
