Make sure you are updating your video drivers from the manufacturers website. (www.amd.com, www.nvdia.com, or www.intel.com)
The drivers from windows update don't include OpenGL support.
It looks like a problem with gangnam mod, try putting it into the mods folder instead of in the jar.
If it doesn't work in the mods folder, and has to go in the jar, I would guess it's not compatible with forge.
It looks like minecraft is having trouble finding your Java install.
I'd suggest going into control panel. Programs and features. Then uninstalling any and all java installs that are there currently.
Then go to : http://www.java.com/en/download/manual.jsp
Download and install the latest 64 bit java.
Posting your error report here is the best bet. Mojang is a very small company, they can't handle the amount of support requests they would get. So they rely on us, the community, to help sort out most of the support issues.

The range you can use now is 256-4095
You might also want to consider using the FTB mod pack, it has most of the mods you seem to be trying to use. It takes all the hassle out of it for you. http://feed-the-beast.com/

But try other shaders as well if that setting doesn't change anything.
Like I said the one for me came out way to bright for me.

Try deleting the bin folder.
.minecraft/bin
Deleting just the bin folder will leave your saves intact. When you launch minecraft it will redownload all the files it needs.

Forge has it's own modloader built in FML (ForgeModLoader)
