It can do 50-100 damage at it's max level. I don't think there even are enemies that have that much HP unless they are invincible! (I know you're probably thinking that Igor and the Frenzied Mimigas have that much, but those are technically minibosses that appear as normal enemies later.)
If it's so OP then why can't you beat the sanctuary with it easily

It's not the ENEMIES that are hard to beat, it's the level itself. As far as I'm concerned,a weapon can't beat a level for you.

The sidequest:
I don't hate Majora's Mask. I just wasn't a huge fan of this particular sidequest: The alien sidequest. (I swear, Nintendo was tripping ****ing balls when they decided to put aliens in a LoZ game.) If you can get to Romani Ranch (I don't know if they changed the name in MM. I haven't played the game in a while. :|) on the first day, you should be able to get this quest by talking to Romani. Basically, a bunch of aliens are coming to the ranch to abduct (and possibly anal probe) all the cows on the farm at night. It's really not told if they are going to rip the cows inside out or do some other sick, sadistic experiments on them, or if the aliens just want some milk for whatever reason, but okay. Here's the thing, you have to shoot all the aliens with arrows, defending the farm. But here's the thing, while you already have 30 or so aliens coming through the fields, you also have some coming in the back of the farm to be all sneaky. This gets really annoying, as you have to go back and forth. I just find this quest really annoying, don't know about you guys.

NOTE: I do not mean LEVELS, I mean WORLDS. "Worlds" are classified as specific areas where multiple levels take place, and you need to beat all (or most in some cases) the levels to go to the next world.
Mine would probably be Clanker's Cavern from Banjo Kazooie.
If they are batshit insane enough to go out in the public dressed as animals and making fools of themselves, imagine what would happen if they were in an army.
