You won't be able to play if your drivers do not support the needed OpenGL version. You may be able to play older versions of the game, but to play newer versions you'll need a new PC.
As this doesn't happen with Vanilla this appears to either be an issue with the mods you're using, or with your graphic drivers. Can you try launching Forge without any mods to see if you can reproduce the issue? If you can then please try adding mods back slowly to see if it's a mod causing the crash.
In the case you've tried all of this, grab a dxdiag and I can help you see if your graphic drivers need an update.
Run it, click Scan Now, once it completes the scan click "Next" and allow it to fix any issues it finds. If it finds none, allow it to run the basic repair. Restart the computer when it asks you to and come back here for further instructions.

Does this crash happen without any mods? If so, please send that report as well via paste.gg
Try removing mods 1 by 1 to see if it's a specific mod causing the crash

If none of that works then it's a known bug: https://bugs.mojang.com/browse/MC-230527 (various crashes within jvm.dll)
As the report contains private information you won't be able to see it, however it is known and has been noticed by Mojang.

Can you post the full log on https://paste.gg ?
Can you test it without mods and see if it still crashes? If so send the modded and vanilla crash logs.

The datapack folder is in the world itself. Go into your worlds folder and you should see it there.

Does this crash occur without mods or forge? Try doing the same thing to reproduce the crash in a completely vanilla environment.
