Let's do some math! Hypothetically someone had a 128 GB server from OVH, that costs $174/month and let's ignore the set up fee. They are paying roughly $1.36/gb that isn't including any website fees, licenses, that is just the cost of the server. For an 8 gb server it costs them $10.88/month and $65.28 every six months. Do you see the issue here?
You are going to have a hard time finding a host that charges $1/gb with all of your requirements - It is possible, you will just have a horrible host with oversold servers, no support, and a lot of lag.
If you want to make your budget a little more realistic, $50 might get you 3 months at a decent host

Should be pretty cheap at a host, otherwise I would try home hosting or getting an Amazon instance (requires basic Linux knowledge)
