Short answer, no. If you want a person to change gamemode, they have to be an OP.
Be very careful who you OP. If you don't trust them, don't give them OP. I would only choose close friends you known for a while. I personally don't have anyone OP in my Realm. No need for it.
My realm is played in Survival and there is no flying. If there's an issue, everyone goes through me. If someone 'whines' too much, they get the boot..
You can control when the game mode changes. Make sure Force Game Mode is checked and change it when you see fit.
The Feds will hardly be coming after you because you let a few kids play on your server. Just let them play.
The owner of the Realm has the choice to allow whomever they want. If you don't like the rules set forth, beg mommy and/or daddy to purchase a Realm for you so you can run it the way you want..

There are two parts to this: one part restricts access for those who require parental consent and have not obtained it, and the other requests that an old Minecraft account trying to access Realms be migrated to a Mojang account so that a date of birth can be entered (Minecraft accounts do not store date of birth information). Depending on the age of the account, you may run into one or both of those.
Hmm... It could also be a bandwidth issue. I haven't had any issues on my laptop personally or on my Realm, so it's all just speculation, but those are the key variables that can cause this issue:
1) Latency from Mojang server to your computer.
2) Mojang server is starting to lag due to overload.
Both of those are out of our control. If your Realm is unplayable, I would create a ticket and have them check into it for you.
If I think I'm correct, there is nothing we can do. We just have to wait for Mojang to balance out the server load (Move larger Realms onto a server that has the available resources.) I bet they try to pack as many Realms onto a shared server to help cut cost. They also might be seeing this error on their end "[Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running XXXXXms behind, skipping XX tick(s)".
If someone isn't playing by the rules, they are ejected!! 10 players can play at one time leaves very little room to cope with people not following the rules.
After performing some research, all they have to do is press x to enable x-ray. Did you create your world via SinglePlayer or LAN? I'm not 100% sure if the mod modifies the game files OR the world files..

Yea, Mojang doesn't publicly announce it but there is a limitation of upload (and possible download) to 3 times/day. When you exceed that, you have to wait 3 days..
Bummer, but I can see why they do this though. If everyone could upload/download unlimited, it would affect our playing... :/
I saw a post saying that you can upload 3 times in 24 hour time frame. When you exceed it, you receive this error (Upload limit reached). I heard you have to wait 3 days to reset it.
