I am helping a friend get a minecraft server for their kids. They are located in London. I know some server providers here have servers they offer in that location and that would be perfect.
1. What we need is an easy control panel to manage the server (Multicraft, McMyAdmin, etc)
2. There will be on average 5 people on this server with heavy use so do not want any lag I was thinking 1024 MB should be fine for this, but you let me know what you suggest.
3. Would like a dedicated IP so we can use the default port, unless you provide DNS which we dont have to put a port number (Now I forget what its called, minds drawing a blank)
4. Please be an established company on this website with good reviews, I don't mind paying more this is not about who is the cheapest, but I want good support, good quality service.
As mentioned above just set __global__ region to deny building. Than you would have to make a region and assign users to the region you want them to be able to build on. If it is a small server it should not be an issue, but for medium to larger servers this may become a pain.
Was this resolved? Give us a list of the plugins you use, and picture of plugins folder. Its most likely going to be a bad plugin, or someone who is OP'ed check the server logs.

4 Cores HT, running at 2.8 GHz
All plugins that are msql enabled are running mysql
1. Why the hell does running a second main world cause random hang times and read timeouts?

Minecraft can only use one core unfortunately so its always best to go with the fastest CPU you can get rather than how many cores. No idea why your server hangs though it should handle 2 worlds fine granted you don't have too many players.
Path of Exile is a free to play RPG and I am sure it has been posted before. Just letting everyone know this weekend is going to be open beta. I will be away in NJ most of the time but I am going to try and get some time to try it out, it is suppose to be a really great game. My friend has been playing it for a few months now on closed beta.

He was just referring to server experience in general it could be anything (Linux server, Window server, minecraft server, gaming server experience, etc)
Like mentioned above you will need Craft Bukkit which will give you a vast amount of more commands. Also I recommend getting Essentials it is very useful and has a built in economy.

No you will not be billed. One they do not have any billing information on you, and two it sets itself by default with auto renewal turned off.
