No, Mojang does not care. Mojang has always been very supportive of the modding of Minecraft, and are even introducing the modding API to Minecraft PC to assist modding. Hopefully something similar will find its way on PE also.

I'm not sure, because currently all mods require a jailbreak, or people just plain dont know about them.
