I have exactly the same problem.
I made some tests : it seem that random, horizontal and vertical methods doesn't work on pane blocs, while ctm method works fine.
I renamed the "block101.properties" to "block1.properties" in an almost empty test ressource pack and the texture works on the stone meta 7. So i cannot see the problem !
I'm on Minecraft Forge 1.6.4 with Optifine 1.6.4 HD U C8.

I tried with a custom launcher too.
I tried with and without deleting the metainf. And with and without the JVM argument "-Dfml.ignorePatchDiscrepancies=true -Dfml.ignoreInvalidMinecraftCertificates=true".

Quite interesting, because it worked fine for me. I was even able to do it into an OptiFine profile, also with no issues, along with a Forge profile with OptiFine dropped into the Mods folder. If you need, I'll upload a version of the JSON file you'll need and create a text-based document tree for where the TabbyChat file needs to be. Should be in "libraries/mods/TabbyChat/1.10.00/TabbyChat-1.10.00.jar" if you're using 1.10.00. Just replace the numbers with those which need to change.
That's exactly what i did, so i don't understand why it don't works for me !

You can install into a Forge profile using the vanilla method and it'll work fine.
I tried to install "TabbyChat for Minecraft 1.6.4 [Standalone]" and "TabbyChat for Minecraft 1.6.2 [Standalone/Forge/Modloader]" on a Minecraft Forge 1.6.4 and it didn't work.

Ho, i didn't know you could change text color like that. It's really better.
I made some tests, it could be a good idea to add a " " before the containers' names in order to appear inside the frame. And also, the grey $7 looks better with your GUI.
Then, there is the same problem with the creative inventory. But i think the better way to solve that is to change the color of the background, because you cannot change the color of mods texts.

The glowstone doesn't quite look natural outside the Nether. It's very close to the Redstone Lamp texture. I see where you were going, to give the Lamp look without needing a power source, but those really aren't hard to do.
Glowstones that are not in the nether, have necessarily been made by a player and probably crafted. So it seems logical that it no longer has the same texture.
