Let me explain better:
Leaves found on the ground would basically be orange versions of the flat snow layers that you find in snow biomes.
When you break them with a rake (much like breaking snow with a shovel), you get a leaf or two.
You can combine the leaves (in a 3x3 pattern on the crafting table) to make one solid leaf block.
This leaf block affects the player much like water, but it doesn't flow or fall or anything.
Sorry if you still don't understand. This basically allows you to jump into piles of leaves from tall heights and live, slow down mobs travelling through leaves, etc.
The big ugly "****" loel is a mineshaft, with leaves on the bottom, so instead of climbing a ladder down, you can just jump down, and land safely. Like how people do with water, but with less work.
I like your idea except that I don't think the leaves should act like water. I think that they should act like leaves.
