I had a suggestion to make conservation a bit less of a RNG affair: how about introducing books that allow players to learn topics? These topics can be used to talk to the various villagers, and depending on the topic and villager type, will more reliably give hearts.
MoCreatures often causes spawning issues. I put it up to the custom mob spawner. I don't know if this problem has been fixed in more recent versions of it, but it was always an issue for me in the 1.6.0 days.
Anyways, a question. Do you intend to add festivals like in the HM and RF games? Perhaps horse races, dances, etc?

Perhaps the ability to launch net arrows that force a dragon to the ground and immobilize them for a certain amount of time?
You could balance it by requiring these net arrows to not be able to stack.

Are there any plans on adding weapons/gear made specifically for dragon slaying?
Something like weapons that do extra damage, or arrows that can disable them. Perhaps even a beefy crossbow made to pierce dragon hide?
