It really depends on your definition. Some have different mining and loading techniques, so I cannot give a simple "yes" or "no". The best solution is to test this mod and decide for yourself whether or not this is what you're looking for.
Also, I'm hoping to release a patch fixing the unbreakable trains and zepplins as well as the invisi-track-builder, but the earliest will be tomorrow.

I can definitely confirm that the planes and vehicles mod are compatible (at least as of 1.7.3). Haven't tested WWII guns, but I see no reason why it shouldn't be incompatible.

Also, I'm looking for the reason why the trains and zepplins don't break. I can't find anything, but at least minecarts break fine.

Current caveats:
If you have not modified TrainConfig.txt, the following items will be changed! This is due to the fact that the new blocks added in Minecraft have the IDs as the above items. Should you not want the above changes, I recommend you to, using a patched version of 1.7.3, remove the above blocks from your world.
Other than that, please report any other bugs, and enjoy! Hopefully in a week an improved version will be released (I admit, this one is kind of rushed).

As long as the two recipes do not conflict with each other, it will be futile to make some other item. Remember, while IC users may have some difficulties, there are players who use this mod but not IC.
Simultaneously, it should not take too long to integrate with IC since it's as simple as checking whether IC is loaded or not. Hopefully that will be integrated in the next week or so.

It is possible that the textures for the dust coal are simply coincidental, but it is possible that they are stolen. I do not know what is true and what is not, but let's not judge that. However, we do think about integrating IndustrialCraft's features and blocks to be used in this mod, although first it must be prepared for MC Forge.
As for the trains bugging and ending up sideways... well, that's easier said than fixed, I'm afraid. Eventually we will sort that out.

You probably know that vehicles such as locomotives consist of two parts: the part where you sit in, and the rest, which is transparent. Unfortunately, nowhere in the code does it say how much transparent space there actually is before/after the place where you sit, thus you have a 1/4 in chance of properly connecting two carts together without them overlapping each other. This obviously does not happen with minecarts because they are 100% solid and occupy only a 1X1 block, as opposed to a 3X3 / 4X3 for locomotives and other carts.
Furthermore, when you say that "a cart is not moving", you can't actually tell whether it's pointing to the one direction or another (e.g. north or south, east and west). This does not matter with minecarts because they are the same from both directions.
Ergo, if the locomotives and other carts were completely opaque (possible, yet a bad idea) and symmetrical from both the front and the back (artistically and factually improbable), only then would that Bukkit plugin's idea would apply to this situation. But it doesn't.
