    I looked around the forums for a bit, and I haven't seen this mentioned before, so I'd just like to put it out there.
    As it stands there is very little incentive to go underwater in minecraft, so why not add underwater caves? I envision sort of tunnels with air pockets so you don't drown, and coming up into a sort of cave, like you swam up into an air pocket after going downwards.

    The caves should maybe have some lighting already there when you come into them, perhaps glowstone? Or a new block that gives off light, like phosphor or coral or something. Also treasure! Maybe a silverfish spawner, too, if it were some sort of dungeon-type thing?

    Some sort of increased visibility underwater would be needed, as well as prolonging the air meter. I suggest something like putting a melon on your head to see farther, something like the pumpkin, and adding a breath potion to the already existing potion system.

    I didn't really think this through, I'm just putting it out there as a suggestion because I thought it was a cool idea :D feel free to expand upon this or do whatever, I just think that we're missing an underseas aspect in minecraft.
