(Keep in mind this diagram isn't 3d. There is dirt/stone/[insert material here] on the sides to act as a "wall")

Repeat. With the water going to the direction you want the "up" flow. However, there is no way of making it go directly up, legitly. (In this diagram's case, to the right)
As for redstone, that's using a mod, and just makes water stop or go. Not make it go up.
