did you try Tinker's Construct? If you add Iguana's Tinekr Tweaks you'll have custom levelable tools that can be made out of almost any material to aquire special tool traits
Simple idea, making a mod with upgrade kits that change the material of a weapon, armor or tool, giving it full durability. That would be really useful to people using the Levels mod, since you could keep a legendary weapon and improve it to give it more durability (example: I craft a wooden sword and level up to level 5 with fire, poison and all, I can craft a Upgrade Kit and improve it to a better material such as stone or iron), AbyssalCraft already has this, but it would be cool to have the Upgrade Kits alone without the other stuff from the mod. (also, 1.7 version :D)
