I believe feather is a continuity thing; it would not make sense to suddenly implement scientific accuracy into the movies. Also, I doubt they have an enormous interest in doing so at all...
There were barely any animatronics in Jurassic World. With exception of the Apatosaurus scene, every Dinosaur was CGI. I even recall some stating that other animatronics were made, but not used... And some said that one or two WERE used, but they added CGI over them. If Jurassic World was like that, that decision is not really a surprise to me.
This news, though, comes from an interview that happened before the movie managed to gross more than a billion dollars. Things could change, but I think it's more about their choice of doing so rather than a lack of budget.
Well that's disappointing. However, I care more about the story than how they make their dinosaurs.
(Also, no animatronics doesn't necessarily mean CGI, does it? Maybe they'll use chickens in costumes! Or maybe they plan to recreate prehistoric creatures by then)
